What is Behind the Recent Surge in Patenting?

We investigate the cause of an unprecedented surge of US patenting over the past decade. Conventional wisdom points to the establishment of the Court Of Appeals of the Federal Circuit by Congress in 1982. We examine whether this institutional change, which has benefited patent holders, explains the burst in US patenting. Using both international and domestic data on patent applications and awards, we conclude that the evidence is not favorable to the conventional view. Instead, it appears that the jump in patenting reflects an increase in US innovation spurred by changes in the management of research.

The growth of decentralised R and D units in multinational enterprises (MNEs) is seen as a central element in the ways in which such companies are reformulating their worlwide operations in the face of an increasingly intense international competitive environment. Two increasingly important strategic roles for overseas R and D units in MNEs are discerned (and documented using evidence from labs in the UK). Firstly, they enter into new globalised approaches to innovation in MNEs by developing new products, or very distinctive product varinats, for key segments of the global marketplace (here Europe). These labs have a very close operative association with other localised functions (marketing, engineering, management). Secondly, decentralised labs may take positions in global programmes of precompetitive investigation (coordinated by their parent MNE group), in which they carry out specialised pieces of basic research that reflect particular areas of expertise within the host-country (here UK) science base. Overall these decentralised R and D units are seen as ways in which MNE groups can turn to their advantage the need to respond to two key elements of the global environment, i. e., market heterogeneity and technological heterogeneity.

In the last decades, a host of transnational organizations representing national universities, research organizations and industrial research have been established in Europe. This article gives an empirical account of the role of transnational organizations in European science and technology policy and of the policy networks established between these organizations and supranational institutions. The analysis shows that because of the strong horizontal and vertical segmentation of transnational cooperation and interest intermediation, science, industry and politics are only weakly linked in European S and T policy. If institutionalized links between the major actors and institutions from different social sub-systems are an indispensable property of an efficient system of innovation, these missing links must be considered a major obstacle for European S and T policy to be successful.

This paper characterizes the innovation strategy of manufacturing firms and examines the relation between the innovation strategy and industry, firm and innovation-specific characteristics using Belgain company data from the Eurostat Community Innovation Survey (CIS). In addition to important size effects explaining innovation, we find that high perceived risks and costs and low appropriability of innovations do not discourage innovation, but rather determine how combine internal and external sources of technology. The strength of the appropriation regime and the internal organizational resistance to change affect negatively the decision to source exclusively externally.

In order to influence major trends in research and development, interested groups use technical arguments, among other means, to promote shared models of the future. This article proposes that two specific forms of argument are endemic to trend-promotion in science and technology: intented self-fulfilling prophecy and emotional rhetoric. It is illustrated with a close reading of a document by the US Defense Advanced Research Projects Agency concerning a field of information technology.
