In recent years there has been a growing interest in gender in educational management. It the late 1990s, such interest has gone beyon the issue of the under - representation of women in senior positions. Against this backdrop, this paper investigates the professional indentity and leardeship styles of women headteachers by taking us back to the latter decades of the 19th century when the first secondary schools for girsl were established. In doing so it explores a number of issues using a case- study approach of the careers of three headmistresses of girls secondary schools in Birmingham where, within seven years, from 1876 to 1883, two girls high schools and a grammar school were opened.

This paper report on a study of the career perspectives of primary and secondary deputy headteachers in two LEAs in England and Wales as they consciously make the decision whether or not to strive for headship. Drawing upon the data, five categories of deputy headteacher emerge: potential aspirants, active aspirants, unpredictables, settler and unavailable aspirants. Evidence is presented which indicates that the career perspectives of deputy headteachers are constructed from a broad range of professional and personal factors. In the final section of the paper, the implications of these findings for the process of management development are discussed.

Hong Kong, like may societies, is undertaking major restructuring of its school system. A close examination of the three main policies forming the backbone of the reform reveals a remarkable similarity to those introduced in the United States, Britain and Australia. Implementation of policy in this fashion raises important questions about its appropriateness to indigenous cultures. Even so, researchers working in the field of educational management have, to date, given relatively litlle attention to detailed analyses of the cultural matching of educational policy. This paper seeks to explore the appropriateness and synchrony between the policy reforms imported into Hong Kong and central features of its host culture. It draws upon Hofstedes cultural dimensions to provide a framework for identifying and matching the culture of Hong Kong in juxtaposition with other cultures.

Many contemporary courses in educational management extol the virtues of action research. In this paper, the author asks why so few students, on completing their studies, continue to use an action approach in their subsequent school an college management practice. This, if true, is particularly confusing given that so many had testifed to the great personal value of having been involved in action research during their studies. In exploring these and related issues, the author draws upon some of the work of Esland on the notion of mangerialism and an in - depth case study of the experience of one recent graduating student, Gerard.

Since the 1980s, confidence in the goverments ability to gorven in the Netherlands been under fire from many directions. This has resulted in an educational policy which favours deregulation and increasing levels of autonomy for school boards and their schools. This paper demonstrated that, despite the pursuit of administrative reform, an intermediary administrative tier has come into being between the central goverment and schools, which further complicates the relationship between these two levels. One effect of such a buffer zone could be that, while schools an schools boards continue to feel the sense of powerlessness and lack of autonomy characteristic of earlier times, the goverments sense of central responsability is weakened.

The 1998 Education Reform Act and subsequent legislation has sought to improse on the education service of England and Wales a form of site - based planning, known as school development planning as a tool managing school improvement. This paper identifies key problems with this approach and proposes in its place strategies for managing change and shool improvemnt based upon North American research. It focuses in particular upon the successful school growth planning approach which has been implemented by the Halton Board of Education, and a number of other school boards in Ontario in Canada.

This article reports on research which sought to examine the effects on teacher morale and job satisfaction of one primary schools management. It focuses on a relatively new management strategy in English and Welsh primary schools: the use of senior m,anagement teams. The finding reflect the views of the managed rather than the managers, and reveal the nature and quality of school management to have been the most influential factor in determining the quality of teachers working lives, their job satisfaction and morale. Some of the problems emanating from the establishment of an SMT are examined. It is concluded that this approach does not represent a straightforward means of dealing with the presures of contemporary headship and the author advocates a more radical approach.

The issue of violence in schools has in recent times attracted increasing attention. This has been stimulated by events such as the death of Philip Lawrence, the Killings at at Dunblance and the machete attack in Wolverhampton. This paper argues for more research which, among other things, would examine (1) whether such high - profile and horrific events mask deeper and more general problems or represent very rare exceptions and (2) what we know of good practice in maging school security and how such information can be shared. The firts part of the paper seeks to quantify the nature of violence in schools using responses from a postal survey of schools conducted in England during 1997. In the second part, concern by respondents about aspects of school security are considered. The final part considers ideas and suggestions for minimizing violene in schools, drawn from the survey and case studies.

The literature has been dominated for more than 50 years by the effects of the Education Acts of 1944 and 1988. There have, however, been a number of other initiatives that have received less attention but have nevertheless had a significant impact for some communities. One of these has been the development of integrated education in Northern Ireland. However the reduction in government support for this initiative together with a contracting market and increased competition from other schools has led to integrated schools, and their umbrella organization, NICIE, to realize that effective strategic planning is necessary. This paper considers the evolution of integrated education in Northern Ireland and considers how a particular aspects of strategic planning, situation analysis, can be effectively utilized.
